Adds .gitea/workflows/ci.yml to run go vet, go test -v -race with coverage, and go build on push and PR to main/master.

This provides an early CI pipeline so unit tests run automatically on every push and pull request via Gitea Actions.

Related to HAN-377 (Phase 1.2 DNS query/response layer).
